Neuigkeiten aus der Hanns-Seidel-Stiftung, Büro Korea

Sehr geehrte Damen und Herren, liebe Leser,
die Spannungen auf der koreanischen Halbinsel haben im vergangenen Monat nochmals deutlich zugenommen und werden wohl noch über den im April geplanten Raketenstart Nordkoreas hinausgehen. Dies zeigt, wie wichtig die Aufgabe der Vertrauensbildung als Voraussetzung für eine friedliche Entwicklung der koreanischen Halbinsel bleibt. Deshalb war es gut, dass das inzwischen achte Seminar der Hanns-Seidel-Stiftung im Rahmen des EU-DPRK Trade Capacity Project in Pjöngjang Anfang März erfolgreich verlaufen ist. Denn neben der Aufgabe des capacity-building als Voraussetzung für eine Modernisierung und Reform Nordkoreas ist auch die Vertrauensbildung ein wichtiger Aspekt solcher Trainingsmaßnahmen.
Angesichts der Volatilität der Lage in Nordkorea und der offensichtlichen Instabilität vor allem in Nordkoreas Volkswirtschaft bleibt es aber ebenso wichtig, über mittel- und langfristige Perspektiven der Wiedervereinigung Koreas nachzudenken. Dies wird in einem umfassenden Meinungsaustausch mit Regierung und Parlament, Partnern und wichtigen Institutionen des Landes anlässlich des Besuchs des Hauptgeschäftsführers der Hanns-Seidel-Stiftung, Dr. Peter Witterauf, geschehen.
Im April werden wir eine Reihe von Experten aus Deutschland und den USA in Korea zu gemeinsamen Veranstaltungen begrüßen können. Dabei werden das 20-Jährige Jubiläum der umwälzenden Änderungen in Deutschland und Osteuropa sowie die Perspektiven für Veränderungen in Nordkorea im Vordergrund stehen.

Sondervortrag von Dr. Peter Witterauf an der Seoul National Universität
Am Donnerstag, den 26. März 2009, wird Dr. Peter Witterauf, Hauptgeschäftsführer der Hanns-Seidel-Stiftung, anlässlich seines Besuchs in Korea einen Sondervortrag über "20 Jahre nach dem Fall der Berliner Mauer - Erfahrungen aus der deutschen Wiedervereinigung und die Perspektiven für Korea" an der Fakultät für Internationale Beziehungen der Seoul National Universität (SNU) halten. Der Vortrag wird auf deutsch mit koreanischer Übersetzung gehalten. Er findet an der Fakultät für Internationale Beziehungen der SNU, Gebäude 83, Horsaal 305, statt. Alle Gäste sind herzlich dazu eingeladen!
Deutsch-Koreanischer Workshop mit dem Institute for Peace Affairs
Am 23. April 2009 wird ab 14 Uhr der Deutsch-Koreanische Workshop der Hanns-Seidel-Stiftung mit dem Institute for Peace Affairs (IPA) im Sejong-Hotel in Seoul stattfinden. Dabei wird Prof. Dr. Jüri Sepp von der Universität Tartu in Estland einen Vortrag über "Estlands Transformation und Unabhängigkeit - ein Rückblick nach 20 Jahren" halten und Prof. Dr. Ralph M. Wrobel von der Westsächsischen Hochschule in Zwickau wird einen Vortrag über "Die deutsche Vereinigung - ein Rückblick nach 20 Jahren" halten. Beide Vorträge werden auf Deutsch mit koreanischer Übersetzung gehalten.
Konferenz "20 Jahre Mauerfall" an der Dong-A Universität in Busan
Am 15. April 2009 wird in Busan an der Dong-A Universität die Konferenz "20 Years after the Fall of the Berlin Wall - Perceptions of Unification and Division and lessons for Korea" stattfinden. Gleichzeitig wird an diesem Tag die Posterausstellung mit Plakaten junger deutscher Kunst- und Designstudenten zu den Themen "Deutsche Teilung und deutsche Einheit“ eroffnet. Die Veranstaltung findet auf Englisch ohne Übersetzung statt.

Konferenz über die Wirtschaftsentwicklung Nordkoreas mit der Seoul National Universitat und der Korean-American Economic Association
Am 28. Mai 2009 wird in Zusammenarbeit mit der Institute for Peace and Unification Studies der Seoul National Universität sowie mit der Korean-American Economic Association eine ganztägige internationale Konferenz über die Wirtschaftsentwicklung Nordkoreas abgehalten. 8. Seminar des EU-DPRK Trade Capacity Project in Pjöngjang erfolgreich verlaufen
Das mittlerweile achte Seminar im Rahmen des EU-DPRK Trade Capacity Projects fand am 11./12. März
2009 im Kulturpalast in Pjöngjang statt. Referent war Herr Harald Schicke, ein Heilpraktiker,
der seit mehr als dreißig Jahren Erfahrungen im Import von koreanischem Ginseng hat. Am ersten
Tag waren mehr als siebzig Teilnehmer anwesend, die entweder Experten für traditionelle
koreanische Kräuter oder Geschäftsleute im Bereich Ginseng waren sowie aus Mitarbeiter des
Gesundheits- und Außenhandelsministeriums. Herr Schicke stellte Markt und die Situation von
medizinischen Kräutern in Deutschland und in der EU sowie die Möglichkeiten des Exports von
Ginseng und Heilkräutern dar. Wie auch schon in vergangenen Seminaren deutlich wurde, haben
nordkoreanische Firmen durch das Fehlen von Internet einen entscheidenden Nachteil bei der
Informationsbeschaffung. Hinzu kommt, dass beim Handel mit Ginseng strenge Kontrollen
notwendig sind, die in Nordkorea wegen der hohen Intransparenz so nicht möglich sind. Alle
Teilnehmer waren hochinteressiert und im Anschluss an die Vorträge hatten die anwesenden
Unternehmen noch Zeit, den deutschen Experten getrennt zu befragen. Später konnte noch das
Geschäft der Jangsu Trading Corporation besucht werden, wo Ginseng wie auch konventionelle
Medizin und Brillen verkauft werden. Am letzten Tag fand noch eine Besichtigung der
medizinischen Hochschule in Pjöngjang mit Gesprächen mit dem Direktor und einer Besichtigung
der Abteilung für Koryo (orientalische) Medizin statt.
Konferenz der Hanns-Seidel-Stiftung mit dem Institute for Foreign Affairs and National Security, dem Seoul ASEM Institute sowie der Korean Association for Political and Diplomatic History: Geopolitics and Diplomacy
Am 26. Februar 2009 veranstaltete die Hanns-Seidel-Stiftung Korea zusammen mit dem Institute for Foreign Affairs and National Security (IFANS), dem Ausbildungsinstitut des südkoreanischen Außenministeriums, dem Seoul ASEM Institute, sowie der Korean Association for Political and Diplomatic History eine Konferenz über Geopolitik und Diplomatie. Geopolitik war lange Zeit in Europa und besonders in Deutschland eine vernachlässigte Disziplin in den internationalen Beziehungen, gewinnt aber gerade in der multipolaren Welt nach dem Ende des kalten Krieges wieder an Bedeutung. 60 Teilnehmer, darunter viele Diplomaten, diskutierten mit den Rednern über die vergleichenden Perspektiven der Geopolitik in Europa und Ostasien. Redner waren in der ersten Sitzung Brigadegeneral a.d. Dieter Farwick, der auf Einladung der Hanns-Seidel-Stiftung Korea in der Zeit vom 24. Februar bis 2. März 2009 zu Gast in Südkorea war, Cheng Yu-Tai, Botschafter des Taiwanischen Außenministeriums sowie Alexandre Repkine, Professor an der Konkuk University, College of Commerce and Economics. Diskussionsteilnehmer waren Joseph Yun von der US Botschaft, Dr. Bernhard Seliger von der Hanns-Seidel-Stiftung und Dr. Sung-Hyong Rhee von IFANS. General a.D. Dieter Farwick, Herausgeber des World Security Newsletter, wies in seinem Vortrag auf die geopolitischen und geostrategischen Begebenheiten in Zentraleuropa hin. Insbesondere stellte er die Rolle Russlands auf dem Eurasischen Kontinent in den Vordergrund und akzentuierte Elemente der russischen Politik der Vergangenheit und Zukunft. Cheng Yu-Tai, Botschafter des Taiwanischen Außenministeriums stellte in seinem Vortrag die neue Außenpolitik Chinas (Taiwans) in Bezug auf Geopolitik dar und gab einen Überblick über die diesbezüglichen Entwicklungen der letzten 60 Jahre. Als letzter Redner der ersten Runde legte Professor Alexander Repkine den koreanischen Wiedervereinigungsprozess aus der Sicht eines russischen Ökonomen dar. Er vertrat dabei die Ansicht, sämtliche Entwicklungshilfe für Nordkorea einzustellen, da nur so der Zusammenbruch des nordkoreanischen Regimes zeitnah beizuführen sei. Insbesondere dieser Vortrag entfachte dann eine lebhafte und interessante Diskussion, die sowohl von den Diskutanten als auch aus dem Publikum unterstützt wurde. Redner der zweiten Sitzung waren Myongsob Kim von der Yonsei Universität, Kijeong Nam von der Kookmin Universität und Ilwan Oh von der Hanyang Universität. Ihnen gegenüber waren als Diskutanten Joonsuk Kim von der Katholischen Universität, Chun-seun Lee von IFANS und Sunghwan Jo von der Kyonggi Universiät positioniert. Herr Kim stellte in seinem Vortrag das Zusammentreffen Osteuropas und Asiens vor dem Dreißigjährigen Krieg (1618-1648) und dem Imjinkrieg (siebenjähriger Invasionskrieg von 1592 bis 1598 durch japanischen Streitkräften in Korea) aus geopolitischer Sicht dar. An seinen Vortrag schloss sich chronologisch passend der Vortrag von Professor Nam an, der die Entwicklung der Russisch-Japanischen Beziehungen im Zeitalter der Geopolitik ab dem frühen 16. Jahrhundert nachzeichnete. Einen Abschluss fanden die Vorträge dann in dem Bericht von Professor Oh über die geopolitische Bedeutung der Koreanischen Halbinsel und die Etablierung von Frieden in Nordostasien. Auch an diese Vorträge schlossen sich engagierte Diskussionen an, die auch hier wieder durch zahlreiche Fragestellungen aus dem Publikum und den Diskutanten selbst angeregt wurden.
Expertenbesuch von General a.D. Dieter Farwick im Februar 2009
Die Wiedervereinigung der beiden Koreas stellt nach wie vor eine der größten Herausforderungen auf der Koreanischen Halbinsel dar. Es gilt, insbesondere die daraus folgenden strategischen wie militärischen Anforderungen zu berücksichtigen. Für diese Aufgabe stellte Herr Farwick während seines einwöchigen Aufenthalts in Südkorea die Erkenntnisse der deutschen Wiedervereinigung sowie die Erfahrungen seiner militärischen Laufbahn im Rahmen verschiedenster Gelegenheiten vor. Brigadegeneral a.D. Farwick diente 39 Jahre lang in der Bundeswehr und war als Berater für die NATO tätig. Er arbeitete als Direktor für das Amt für Nachrichtenwesen der Bundeswehr und war darüber hinaus stellvertretender Leiter für Stabsangelegenheiten im NATO-Hauptquartier in den Niederlanden. Er ist Herausgeber des World Security Newsletter. Herr Farwick hielt Vorträge mit anschließenden Diskussionen im Institute for National Security Strategy (INSS) und beim Korean Institute for Defense Analysis (staatliches Forschungsinstitut für Verteidigungsfragen). Ein Treffen vor Ort in der Grenzregion Panmunjom verdeutlichte die koreanische Situation eindrucksvoll. Begleitet wurde dieses Treffen von Verteidigungsattache Frank Debusson, der zudem Gespräche mit Sprechern der Streitkräfte der USA und Kanada organisierte. In diesem Rahmen fand ein Briefing in der Joint Security Area, die Besichtigung des 3rd Infiltration Tunnel sowie des Observatorium Dora mit Blick nach Nordkorea statt. Auch hier konnte Herr Farwick von den deutschen bzw. europäischen Erfahrungen berichten. Des weiteren fand ein Treffen mit Mitgliedern des Verteidigungsausschusses der Nationalversammlung mit anschließender Parlamentsbesichtigung statt. General Farwick sprach dort vor allem über die strategischen Implikationen der deutschen Wiedervereinigung für die europäische Sicherheitsarchitektur sowie die damalige Eingliederung der Soldaten der Nationalen Volksarmee der DDR in die Bundeswehr. Herr Farwick nahm weiterhin an einer Konferenz über Geopolitik und Diplomatie teil, die die Hanns-Seidel-Stiftung Korea zusammen mit dem Institute for Foreign Affairs and National Security (IFANS), dem Ausbildungsinstitut des südkoreanischen Außenministeriums, dem Seoul ASEM Institute, sowie der Korean Association for Political and Diplomatic History veranstaltete. General a.D. Dieter Farwick wies in seinem Vortrag auf die geopolitischen und geostrategischen Begebenheiten in Zentraleuropa hin. Ein weiterer Ortstermin fand in dem geteilten Landkreis Goseong, dem nordöstlichsten Grenzlandkreis Südkoreas statt. Dort bestand die Möglichkeit zur Diskussion mit dem Militär, zur Besichtigung von Grenzanlagen sowie zur Besichtigung des Peace Dam, einem strategischen Staudamm nahe der nordkoreanischen Grenze.

Dear ladies and gentlemen,
the tensions on the Korean peninsula increased again immensly during the last month and there is no consideration, that it will end after the rocket assisted take off, which is planned by North Korea for this April. This shows how important it is to work on a trust based relationship to support a peaceful development on the Korean peninsula. For that reason, it was very helpful that the, by now, 8th seminar by the Hanns-Seidel-Foundation in the context of the EU-DPRK Trade Capacity Projects in Pyongyang at the beginning of March was successful. Next to the capacity-building as condition for a modern and reformed North Korea it is also an important aspect to build up confidence during such training seminars.
Given the volatility in North Korea and the obvious instability in the North Korean economy it remains as important as ever to think about middle- and long-term perspectives of a reunification of the Korean peninsula. This is going to happen in an extensive exchange of opinions with the government and parliament, partners and important institutions of the country on the occasion of a visit of the general manager of the Hanns-Seidel-Foundation, Dr. Peter Witterauf.
In April we will be able to welcome several experts from Germany and the USA for jointly organized events in South Korea. In those events the main subjects will be the 20th anniversary of the disruptive changes in Germany and Eastern Europe, as well as the perspectives for changes in North Korea.

Lecture of Dr. Peter Witterauf at the Seoul National University
On Thursday the March 26, 2009 Dr. Peter Witterauf, General Manager of the Hanns-Seidel-Foundation, is going to give a lecture about "20 years after the fall of the Berlin Wall - the German experiences and perspectives for Korea",on the occasion of his visit in Korea, at the Institute for International Relations at the Seoul National University (SNU).The lecture is given in German with Korean translations. It will take place at the Institute for International Relations at the SNU, building 83, auditorium 305. All guests are heartily welcomed!
German-Korean workshop with the Institute for Peace Affairs
On the April 23, 2009 at 2 pm there will be a German ?Korean workshop in cooperation of Hanns-Seidel-Foundation and the Institute of Peace Affairs (IPA) at the Sejong-Hotel in Seoul. Therefore Prof. Dr. Juri Sepp from Tartu University in Estonia is going to give a lecture about "Estonia’s Transformation and Independence - a review after 20 years" and Prof. Dr. Ralph M. Wrobel from the Westsaxonian College in Zwickau is going to give a speech about "The German Reunification - a review after 20 years". Both lectures are given in German with Korean translation.!

Conference about the economy development North Koreas in cooperation with Seoul National University and the Korean-American Economic Association
On the May 28, 2009 a one-day conference about the development of the North Korean economy will take place. This conference will be co-hosted by the Institute of Peace and Unification Studies from Seoul National University as well as with the Korean-American Economic Association. The presentations will be in English without translation.

8th Seminar on “Trade with medical herbs“ in Pyongyang successfully run
In the meantime the 8th seminar within the framework of the EU-DPRK Trade Capacity Project took place on March 11th and 12th 2009 in the Peoples Palace of Culture in Pyongyang. Mr. Harald Schicke, an alternative practitioner who has more than thirty years of experience with import of Korean ginseng was the lecturer. On the first day, more that 70 participants attended the seminar. They were either experts for traditional Korean herbs or business men in the area of ginseng as well as members of staff of the Health and Foreign Trade Ministry.
Mr. Schicke described the market and the situation of medical herbs in Germany and in the EU as well as the possibilities of export of ginseng and medical herbs.
Like in the past seminars it became apparent that North Korean Firms have a decisive disadvantage concerning the gathering of information through the lack of the internet. Further more it comes along that strict controls are necessary with trade of Ginseng. Those are not possible in North Korea due to the great lack of transparency.
All participants were highly interested and subsequent to the lectures the attendant enterprises had the option to ask questions separately to the German Experts.
Later on also the store of the Jangsu Trading Corporation could be visited, where ginseng as well as conventional medicine and glasses were sold. On the last day an inspection of the medical college of Pyongyang took place where talks with the director and a visitation of the department for Koryo (Eastern) Medicine where possible.
Conference of the Hanns-Seidel-Foundation with the Institute for Foreign Affairs and National Security, as well as the Seoul ASEM Institute and the Korean Association for Political and Diplomatic History: Geopolitics and Diplomacy
At the 26th of February 2009 the Hanns-Seidel-Foundation Korea held a conference about geopolitics and diplomacy together with the Institute for Foreign Affairs and National Security (IFANS), the Seoul ASEM Institute as well as the Korean Association for Political and Diplomatic History. For a long time Geopolitics have been a neglected subject in Europe, specially in Germany, referable to international relations, but nowadays, after the cold war, it gains more and more impact in our multipolar world. 60 participants, including a lot of diplomats, were discussing together with the orators about comparing geopolitical perspectives in Europe and East Asia.
Orators in the first session have been Ex-Director of German Federal Armed Forces Intelligence Office Dieter Farwick, who stayed in Korea from the 24th of February until the 2nd of march 2009 on invitation of the Hanns-Seidel-Foundation Korea, Cheng Yu-Tai, Ambassador of Taiwan Ministry of Foreign Affairs, as well as Alexandre Repkine, Konkuk University, College of Commerce and Economics. Discussants were Joseph Yun, U.S. Embassy Seoul, and Dr. Bernhard Seliger, Hanns-Seidel-Foundation, and Dr. Sung-Hyong Rhee from IFANS. Ex-Director of German Federal Armed Forces Intelligence Office Dieter Farwick, publisher of the World Security Newsletter, referred during his speech to the geopolitical and geostrategic occurrences in Central Europe. In particular he depicted the Russian position at the Eurasian continent and pointed elements about past and future Russian politics out. Cheng Yu-Tai, Ambassador of Taiwan Ministry of Foreign Affairs, illustrated during his speech the new Foreign Political strategies China (Taiwan) has respecting geopolitics and gave an overview about its development in the last 60 years. As the last orator of the first session, Professor Alexandre Repkine expounded the Korean reintegration process in the view of a Russian economist. He represented the opinion to stop every kind of development assistance towards North Korea, since that would be the only way to cause the North Korean regime to break down soon. Especially this lecture sparked a lively and interesting discussion, which was supported as well by the discussants as the audience.
Speakers of the second session have been Myongsob Kim from Yonsei-University, KiJeong Nam from Kookmin University and Ilwan Oh from Hayang University. They had to face Joonsuk Kim from the Catholic University, Chun-seun Lee from IFANS and Sunghwan Jo from Kyonggi University as their discussants. Prof. Kim portrayed in his speech the encounter of Eastern Europe and Asia before the Thirty Years’ War (1618-1648) and during the Imjinwar (seven years long lasting Invasion of Japanese forces from 1592 until 1598) from the geopolitical prospect. His speech was directly chronologically followed by Professor Nam’s lecture, which traced the development in Russian-Japanese relations in the ages of geopolitics since the early 16th century. The lectures found a conclusion with Professor Oh’s report about the geopolitical importance of the Korean peninsula and the establishment of peace in Northeast Asia. As well as on the speeches in the morning, there was a dedicated discussion at the end of the second session, which was animated by numerous questions as well from the audience as from the discussants.
Visit of expert retired General Dieter Farwick February 2009
The unification of the both Koreas is still one of the main challenges on the Korean Peninsula. It is important to take especially the consequential strategic and military requirements into account. For that task, in the context of his one week stay in South Korea, Mr. Farwick presented at different occasions the findings from the German Unification as well as the experiences from his military career.
Retired Brigadier General Farwick served 39 years in the German Federal Armed Forces and was advisor for the NATO. He worked as director of the Federal Armed Forces Intelligence Office and was furthermore Assistant Chief of Staff Operations at NATO-Headquarters in the Netherlands.
He is Global Editor of the online news service World Security Newsletter and member of the IISS (International Institute for Strategic Studies) in London.
Mr. Farwick hold lectures that were followed by discussions at the Institute for National Security Strategy (INSS) and at the Korean Institute for Defense Analysis (a state-run research institute for matters of defense).
An on-site meeting in the border region Panmunjom impressively pointed out the Korean situation. That meeting was accompanied by military attache Frank Debusson, who additionally organized talks with speakers of the US and Canadian Armed Forces. In that context a briefing in the Joint Security Area, the inspection of the 3rd Infiltration Tunnel as well as a visit in the Observatory Dora with a view towards North Korea took place. Mr. Farwick could report from the German and European experiences also in this situation.
Further more a meeting with members of the Committee of Defense of the South Korean National Assembly including a survey of the Assembly building took place. General Farwick primarily talked about strategic implications of the German Unification concerning the European security architecture as well as about the integration of soldiers from the National People’s Army of the German Democratic Republic (DDR) into the Federal Armed Forces.
In addition Mr. Farwick joined a conference about geopolitics and diplomacy which the Hanns-Seidel-Foundation Korea held together with the Institute for Foreign Affairs and National Security (IFANS), the Seoul ASEM Institute as well as the Korean Association for Political and Diplomatic History. Retired General Farwick referred to the geopolitical and geostrategic occurrences in Central Europe during his speech.
Another on-site appointment happened in the divided county Goseong, the most northeast border county of South Korea. There the possibility was given to have discussions with the military, to visit the border installations as well as the Peace Dam, a strategic embankment dam close to the North Korean border. Another visit took place in Hwacheon County.
On a reception hold at the residence of the Resident Representative of HSS the current situation as well as possible options of solving the problems could be discussed with North Korea Experts.

독자 여러분 안녕하십니까?
지난 한 달 동안 한반도의 긴장 상태는 크게 악화되었습니다. 4월로 예정된 북한의 미사일 발사 이후에도 이러한 상황이 개선되리라는 보장은 없습니다. 이는 신뢰에 기반한 관계를 구축해 나가는 일이 한반도의 평화로운 발전에 얼마나 중요한지 잘 보여줍니다. 이러한 시점에 본 재단이 주최한 유럽연합-북한 무역역량 사업의 제 8차 세미나가 평양에서 성공리에 마무리된 것은 매우 고무적인 일입니다. 북한 현대화와 개혁의 전제조건이 될 수 있는 무역역량을 육성하는 것과 더불어, 이와 같은 세미나를 계속 진행하면서 신뢰를 쌓아 나가는 것 또한 이 사업의 중요한 측면이기 때문입니다.
북한의 내부 정세가 요동하고 경제 불안이 표면화되고 있는 현 상황을 감안할 때, 한반도의 통일을 중장기적인 관점에서 숙고해 보는 것은 우리에게 여전히 중요한 과제가 되고 있습니다. 한스자이델재단 한국사무소는 재단 사무총장을 맡고 계신 피터 비터라우프 박사의 방한에 즈음하여 정부, 국회, 협력기관 및 주요 연구소들과의 활발한 의견 교환을 주선함으로써 이 과제의 해결에 일익을 담당하고자 합니다.
4월에는 독일 및 미국 전문가들을 한국으로 초청하여 각종 행사를 진행할 예정입니다. 이들 행사에서는 주로 올해로 20주년을 맞는 독일과 동유럽의 역사적 격변을 되돌아보는 한편, 북한 내의 변화 전망에 관해서도 논의하게 될 것입니다.

2009년 3월 26일 목요일 한스자이델재단 사무총장 피터 비터라우프 박사가 방한 일정의 일부로서 “베를린 장벽 붕괴 20주년: 독일의 경험과 한국에의 함의” 라는 주제로 서울대학교 국제문제연구소에서 특강을 가질 예정입니다. 강의는 독일어로 진행되며 한국어 통역이 제공됩니다. 특강은 서울대학교 국제문제연구소 주최로 서울대학교 관악캠퍼스 83동(멀티미디어강의동) 305호에서 열립니다. 관심 있는 분들의 많은 참석 바랍니다.
평화문제연구소(IPA)와 공동 주최하는 한-독 워크샵
한스자이델재단 한국사무소와 평화문제연구소는 2009년 4월 23일 오후 2시 서울 세종호텔에서 한-독 워크샵을 공동 개최합니다. 에스토니아 타르투 대학 위리 제프 교수가 “에스토니아의 변환과 독립: 20년 후의 회고”를 주제로, 독일 츠비카우 응용과학대학 랄프 M. 브로벨 교수는 “독일 통일: 20년 후의 회고”를 주제로 특강을 할 예정입니다. 두 강의 모두 독일어로 진행되며 한국어 통역이 제공됩니다.
“베를린 장벽 붕괴 20주년”에 관한 부산 동아대학교 학술회의
2009년 4월 15일 부산 동아대학교에서 “베를린 장벽 붕괴 20주년: 통일과 분단에 대한 독일인의 인식과 한국에 주는 교훈”을 주제로 학술회의가 개최됩니다. 이와 더불어 독일의 미술 및 디자인 전공 학생들이 ‘독일의 분단과 통일’을 주제로 출품한 작품들을 전시하는 “역사코드” 포스터 전시회도 열립니다. 행사는 영어로 진행되며 통역은 제공되지 않습니다.

2009년 5월 28일에는 북한의 경제발전에 관한 1일간의 학술회의가 열립니다. 이 학술회의는 한스자이델재단 한국사무소, 서울대학교 통일평화연구소와 한미경제학회가 공동 주최합니다. 행사는 영어로 진행되며 통역은 제공되지 않습니다. 관심 있는 분들의 많은 참여 바랍니다.

“약용식물무역”에 관한 무역역량강화 제8차 세미나, 평양에서 성공리에 개최
유럽연합-북한 무역역량강화사업의 제8차 세미나가 2009년 3월 11일부터 12일까지 평양 인민문화궁전에서 개최되었다. 한국산 인삼을 30년 이상 수입해 온 경력이 있는 독일인 한의사 하랄드 쉬케 씨가 강사를 맡았다. 이 세미나에는 70명 이상의 한의학 전문가, 인삼 관련 사업가 및 보건성, 무역성 관계자들이 참석했다.
쉬케 씨는 강의에서 독일과 유럽연합의 약용식물 시장 현황을 설명하고, 인삼을 비롯한 약용식물의 수출 가능성에 대해서도 논했다.
이전의 세미나를 통해 이미 밝혀진 대로, 북한 회사들은 인터넷을 사용할 수 없기 때문에 사업에 필요한 정보를 수집하는 데 있어서 결정적인 약점을 가지고 있다. 뿐만 아니라 유럽연합과 인삼을 거래하기 위해서는 엄격한 품질관리 및 통제체제가 필요하지만, 이는 투명성이 매우 부족한 북한으로서는 불가능한 일이다.
세미나에 참석한 모든 사람들은 강의 내용에 매우 큰 관심을 보였으며, 참석한 기업들은 강의 후에 독일 전문가들에게 개별적으로 문의할 수 있는 시간을 가졌다.
세미나 후에는 통상적인 약품 및 안경류와 함께 인삼을 판매하고 있는 장수무역회사 매장을 둘러보았고, 마지막 날에는 평양의과대학을 방문하여 학과장과 간담회를 갖고 대학의 고려의학부(한의학부)를 견학하기도 했다.
한스자이델재단, 외교안보연구원, 사단법인 아셈연구원 및 한국정치외교사학회 공동주최 학술회의: 지정학과 외교
한스자이델재단 한국사무소는 2009년 2월 26일 외교안보연구원, 아셈연구원 및 한국정치외교사학회와 공동으로 지정학과 외교를 주제로 한 학술회의를 개최했다. 오랫동안 유럽에서, 특히 독일에서 지정학은 큰 관심을 받지 못하던 주제였다. 그러나 냉전이 종식된 오늘날 다극화된 세계에서 지정학의 중요성은 날로 더해 가고 있다. 이번 학술회의에는 다수의 외교관들을 포함 60여 명이 참석하여, 발표를 맡은 각계 전문가들과 함께 유럽과 동아시아의 지정학적 전망에 관해 논의했다.
제 1회의에서는 냉전기 독일연방군 정보국 국장을 역임했으며 한스자이델재단 한국사무소의 초청으로 2009년 2월 24일부터 3월 2일까지 한국을 방문한 디터 파르빅 예비역 여단장을 비롯, 대만 외교부의 쳉유타이 본부대사와 건국대학교 경상학부 알렉산더 레프킨 교수가 발표자로 참석했다. 주한 미국대사관의 조셉 윤 공사와 한스자이델재단 한국사무소의 베른하르트 젤리거 대표, 외교안보연구원의 이성형 연구원이 토론을 맡았다. World Security Newsletter 발행인을 맡고 있는 파르빅 예비역 여단장은 발표에서 중부 유럽의 지정학적 현상들과 지정학에 기초한 전략에 관해 언급했다. 구체적으로 유라시아 대륙에서 러시아가 갖는 위치에 관해 묘사하고, 과거에나 미래에나 러시아 정치의 기초가 되고 있는 요소들을 지적했다. 대만 외교부 쳉유타이 본부대사는 발표를 통해 지정학적 현실을 반영하여 수립된 대만의 새로운 대외정치전략을 조명하고, 지난 60년간의 변천을 개관했다. 제 1회의 마지막 발표를 맡은 알렉산더 레프킨 교수는 러시아 출신 경제학자의 관점에서 한국의 재통합 과정에 관하여 상세히 설명했다. 레프킨 교수는 북한 정권의 조속한 붕괴를 유도하기 위해서는 북한에 대한 일체의 지원을 중단하는 것이 유일한 방법이라는 의견을 피력했다. 특히 이 강의를 두고 선정된 토론자들은 물론 청중들도 활발하게 참여하여 열띤 토론을 벌였다.
제 2회의에서는 김명섭 교수(연세대학교), 남기정 교수(국민대학교) 및 오일환(한양대학교)교수가 발표자로 참여했다. 이들에 대응할 토론자로는 김준석 교수(가톨릭대학교), 이춘선 연구원(외교안보연구원) 및 조성환 교수(경기대학교)가 각각 선정됐다. 김명섭 교수는 발표에서 30년전쟁(1618-1648) 이전과 임진왜란(1592년부터 1598년까지 계속된 일본군의 조선 침략) 중에 동유럽과 아시아 사이에 벌어진 조우를 지정학적 관점에서 묘사했다. 이와 시대적으로 바로 이어지는 다음 발표를 통해 남기정 교수는 지정학의 시대였던 16세기 초 이래 러일관계의 변천을 추적했다. 이어 한반도의 지정학적 중요성과 동북아 평화 구축을 주제로 한 오일환 교수의 강의로 제 2회의 발표가 모두 끝났다. 오전 회의 때와 마찬가지로 제 2회의에서도 활발한 토론이 이루어졌다. 토론자들은 물론 청중들도 수많은 질문을 던져 토론의 열기를 더했다.
디터 파르빅 예비역 준장 방문
남북한의 통일은 여전히 한반도가 해결해야 할 가장 중요한 현안 과제 중 하나로 남아 있다. 특히 통일에 뒤따를 전략적, 군사적 요구사항들을 고려하는 것이 중요하다. 이 과업을 달성하기 위한 노력의 일환으로, 디터 파르빅 예비역 준장이 방한하여 일주일간 머무르면서 독일 통일이 남긴 교훈과 본인의 군 경력에서 얻은 경험을 토대로 다양한 강연 및 관련 행사를 진행했다.
디터 파르빅 예비역 준장은 독일연방군에서 39년간 복무했고, 북대서양조약기구(NATO) 자문역을 수행했다. 독일연방군 정보국 국장을 역임하는 한편, 네덜란드 소재 NATO중부유럽연합군 본부에서 작전참모장 조리를 맡기도 했다.
현재 파르빅 예비역 준장은 안보관련 온라인 소식지인 'World Security Newsletter' 편집장이며, 런던 소재 민간 씽크탱크인 국제전략문제연구소(IISS) 회원으로도 활동하고 있다.
이번 방한에서 파르빅 예비역 준장은 국가안보전략연구소(INSS) 및 국방관련 국책연구소인 한국국방연구원(KIDA)에서 특강 및 질의응답 시간을 가졌다.
휴전선에 위치한 판문점 현장에서 열린 회담은 한반도가 처해 있는 상황을 인상적으로 보여주는 자리였다. 이 회의에는 주한 독일대사관의 프랑크 드브송 군무관이 함께했다. 드브송 군무관은 이후 미국, 캐나다 군 관계자들과의 회의도 주선했다. 이와 관련하여 공동경비구역(JSA)에서 브리핑이 있었고, 제 3땅굴과 도라산 전망대 방문이 있었다. 이 현장 방문 역시 파르빅 예비역 준장에게는 관련된 독일과 유럽의 경험을 전달할 수 있는 좋은 기회가 되었다.
이외에도 대한민국 국회 국방위원회 위원들과의 회동 및 국회 건물 견학이 있었다. 파르빅 예비역 준장은 이 자리에서 주로 독일 통일이 유럽 안보구조와 관련하여 갖는 전략적 함의 및 구 동독 인민군을 독일연방군으로 통합시킨 경험에 관해 논했다.
또한 파르빅 예비역 준장은 지정학과 외교를 주제로 한스자이델재단 한국사무소, 외교안보연구원, 아셈연구원 및 한국정치외교사학회가 공동 주최한 학술회의에 참석하여, 중부 유럽에서 있었던 지정학적 사건들에 관해 발표했다.
파르빅 예비역 준장 일행은 남북으로 분단되어 있는 강원도 고성군도 방문했다. 고성군은 한국 북동쪽 최전방의 접경지역에 위치해 있다. 이곳에서 일행은 고성 지역 주둔 군부대와 회동하고, 북한에 대한 안보 전략 차원에서 건설된 '평화의 댐'을 포함한 각종 접경지역 시설을 방문했다. 일행은 또 다른 접경지역 행정구역인 화천군에도 방문했다.
방한 일정을 마무리하는 의미에서 한스자이델재단 한국사무소 대표 자택에서 열린 환송 연회에서는, 북한 관계 전문가들과 함께 북한의 현 상황을 진단하고 가능한 해결책을 짚어 보는 시간을 가졌다.
