Neuigkeiten aus der Hanns-Seidel-Stiftung, Büro Korea

Sehr geehrte Damen und Herren, liebe Leser,
die Wirtschaftskrise, die Unsicherheit über die interne Stabilität Nordkoreas und die gegenwärtigen Drohungen Nordkoreas haben den Jahresanfang in Korea überschattet. Es bleibt die Hoffnung, daß mit dem Start der neuen US-amerikanischen Regierung bald auch Nordkorea sich wieder auf friedliche Optionen für die Weiterführung des Dialogs besinnen wird. Die geopolitische Lage in Nordostasien bleibt auf jeden Fall spanned. In dieser Situation freuen wir uns auf den Besuch von Brigadegeneral a.D. Dieter Farwick, der als Editor des World Security Network und verteidigungspolitischer Autor nach Seoul kommen wird, um hier politische Gespräche zu führen und u.a. an einer Konferenz der Hanns-Seidel-Stiftung mit dem Institute for Foreign Affairs and National Security, dem Forschungs- und Ausbildungsinstitut des südkoreanischen Außenministeriums, dem Seoul ASEM Institute for International Relations und der Korean Association for Political and Diplomatic History über Geopolitik und Diplomatie zu diskutieren (s.u.).
Die Lage im innerkoreanischen Grenzgebiet ist nicht nur gespannt, sondern auch wichtig, weil dort inzwischen Rückzugsräume für sonst auf der koreanischen Halbinsel stark bedrohte Tier- und Pflanzenarten, wie den Kranich, den Symbolvogel Koreas, entstanden sind. Die Hanns-Seidel-Stiftung berät derzeit das Korean Research Institute for Human Settlements, das Raumplanungsinstitut der Regierung, bei einem Forschungsprojekt des Innenministeriums über die zukünftige Entwicklung der Grenzregion. Bereits im Januar bereisten drei Naturschutzexperten aus Deutschland das Grenzgebiet und führten zahlreiche Veranstaltungen zu diesem Thema durch (s.u.).

Veranstaltungsrückblicke
Expertenbesuch zur nachhaltigen Entwicklung in der Grenzregion
Die Vereinbarkeit der Erhaltung der Schöpfung und wirtschaftlicher Entwicklung ist die größte Herausforderung für die nachhaltige Entwicklung weltweit und in Südkorea. Der Schutz der einzigartigen Natur in der innerkoreanischen Grenzregion ist das Ziel eines Projektes der Hanns-Seidel-Stiftung in Korea in Zusammenarbeit mit den Grenzregionen, vor allem der Gangwon-Provinz und dem Landkreis Goseong. Jetzt besuchten Jürgen Fiebig, ornithologischer Sammlungsleiter im Naturkundemuseum Berlin mit langjährigen Erfahrungen in Nord- und Südkorea, Dr. Wolfgang Mewes, Sprecher der deutschen Arbeitsgemeinschaft Kranichschutz, sowie Rainer Mönke, stellvertretender Leiter des Biosphärenreservat Schaalsee im Grünen Band an der früheren innerdeutschen Grenze auf einer Vortragsreise Korea. Sie stellten die deutschen Erfahrungen mit dem Schutz großflächiger Gebiete an der innerdeutschen Grenze vor und diskutierten mit koreanischen Experten die Herausforderungen an der Demilitarisierten Zone (DMZ) und der sogenannten zivilen Kontrollzone (CCZ) an der innerkoreanischen Grenze. In Deutschland gelang es, direkt nach den Veränderungen von 1989 und 1990 große Teile der früheren Grenzregion, in der sich die Natur ungestört entwickeln konnte, unter Schutz zu stellen, in verschiedenen Schutzformen wie Biosphärenreservaten, Naturparks, oder Natur- und Landschaftsschutzgebieten. Dadurch entstand ein einmaliger, 1400 km langer Biotopverbund. Gleichzeitig wurden mit den dort lebenden Menschen neue wirtschaftliche Perspektiven, z.B. im sanften Tourismus, entwickelt.
In Korea wird jetzt immer intensiver über die künftige Entwicklung der Grenzregion diskutiert. Erste Schritte, z.B. der Erfassung der Artenvielfalt in der Grenzregion, sind bereits geschehen. Seltene Tierarten, wie Wildkatzen (Leopardenkatzen), Mönchsgeier oder besonders die mandschurischen Kraniche, Symbolvögel Koreas, wecken die Sympathie und das Interesse am Schutz der bedrohten Natur im Grenzgebiet. Insbesondere im Westen der Halbinsel haben wirtschaftliche Entwicklungsprojekte im Großraum Seoul schon viele Lebensräume dramatisch eingeschränkt.
Die Expertengruppe diskutierte die Möglichkeiten der Schaffung von Großschutzgebieten, die auch den Menschen dienen, mit Experten aus den Partnerregionen der Hanns-Seidel-Stiftung Korea, u.a. dem Gangwon Development Research Institute sowie dem Landrat von Goseong, Hwang Jong-Guk. Beim Institut für DMZ-Ökologie in Paju wurden sie von Direktor Kim Seung-Ho in die Herausforderungen auf der westlichen Seite der Grenzlinie eingewiesen. In Diskussionen im Landkreis Cheolwon, die vom Kreistag des Landkreises organisiert wurden, wurde die Lage insbesondere der besonders bedrohten Kraniche erörtert. Auch ein Treffen mit dem Umweltverband KFEM (Korean Federation for Environmental Movement) im Landkreis Goseong stand auf dem Programm, ebenso wie ein Beusch bei der Korean Association of Wild Bird Protection in Kimpo und bei Nial Moores von Birds Korea in Busan.
Auch bei den umweltpolitischen Institutionen in Seoul war die Meinung der Experten sehr gefragt: So hielten sie u.a. Vorträge bei der Korean Wetland Society und dem Koreanischen Institut für Bioressourcen in Incheon sowie beim Umweltministerium und beim Korea Environmental Institute. Ein Treffen mit dem Direktor der Lufthansa Korea, die den Kranichschutz stark unterstützt, Christian Schindler, sowie Freilandbeobachtungen in der Gangwon-Provinz sowie in den bedeutenden Überwinterungsgebieten Chunam-Reservoir und Upo Wetland rundeten das Programm ab. Die Erkennntnisse aus der Vortragsreise sollen u.a. in das Beratungsprojekt fließen, daß die Hanns-Seidel-Stiftung Korea mit dem Korean Research Institute for Human Settlements im Auftrag des Innenministeriums zur Weiterentwicklung der Grenzregion durchführt.
Fahrradwege im Grünen Band - ein Vorbild für Korea?
Am 13. Januar 2009 fand eine Anhörung im Innenministerium (Ministerium für öffentliche Verwaltung und Sicherheit) zum Plan der Regierung statt, im Rahmen des Konjunkturplanes für Grünes Wachstum rund um Korea ein Band von Fahrradwegen zu errichten, u.a. auch im innerkoreanischen Grenzgebiet. Dabei präsentierte Dr. Bernhard Seliger, Repräsentant der Hanns-Seidel-Stiftung in Korea, die Entwicklung von sanfem Tourismus im ehemaligen innerdeutschen Grenzgebiet, dem sogenannten "Grünen Band". Dieser bot die Chance, den Schutz der dortigen, oft einzigartigen Naturlandschaften mit menschlicher Nutzung und neuen Einkommensquellen zu verbinden. In Deutschland insgesamt spielt der Fahrradtourismus auch eine erhebliche wirtschaftliche Rolle, mit etwa 5 Mrd. Euro Umsatz im Jahr. Für Korea kann sich eine ähnliche Entwicklung ergeben, wenn ein gut durchdachtes Konzept für den Fahrradtourismus entwickelt wird.
Praktikum in der Hanns Seidel Stiftung Büro Korea
Das Büro der Hanns Seidel Stiftung in Seoul bietet regelmäßig Praktika für koreanische und deutsche Studenten an. Derzeit führen Grit Hädicke, Studentin der Volkswirtschaftslehre an der Universität Bamberg, Michel Gerlach, Student der Koreanistik und Religionswissenschaft an der Univeristät Bochum sowie Regina Bauer, Jura-Studentin von der Universität Mainz, ein Praktikum bei uns durch. Dear ladies and gentlemen,
the year 2009 started off badly for Korea, due to the effects of the economic crisis, the insecurity about North Korean domestic stability and the frequent threats from DPRK towards the South. What lasts, is the hope that the new US American government can bring them back on the track to continue a peaceful dialogue. However, the geopolitical situation in Northeast Asia remains tensed.
In this state of affairs, we do appreciate the visit of the retired brigadier Dieter Farwick, who pays Seoul a visit as author of defense policy issues and current editor of “World Security Network”. He plans to engage in several political talks and attends a conference on geopolitics and diplomacy, hosted by Hanns-Seidel- Foundation, Seoul ASEM Institute for International Relations, the Korean Association for Political and Diplomatic History and the Institute for Foreign Affairs and National Security, which is the research and education institute run by the South Korean Ministry of Foreign Affairs.
The current situation along the domestic Korean border is not only important for security reasons, but also because of environmental ones. In the last years, the border area became an area of retreat for severely endangered animals and plants, like for example Korea’s national symbol, the crane.
Recently, Hanns Seidel Foundation assists the Korean Research Institute for Human Settlements, which deals with the issue of future development in the border area. In conjunction with that, three bird and nature experts from Germany were able to visit the affected area and realized several events on the topic.

Visit of three experts on nature conservation to the inner-Korean border area
The compatibility of the preservation of the creation and of the economic development is the main challenge for a sustainable development worldwide and in South Korea. The aim of one project of the Hanns-Seidel-Foundation Korea, in cooperation with the border regions (mainly Gangwon province and Goseong district), is the protection of the unique nature in the Inner Korean Border Region. Jürgen Fiebig, Head of the ornithological collection of the Natural History Museum Berlin with long lasting experience in North and South Korea, Dr. Wolfgang Mewes, spokesman of the German Working Group Crane Protection as well as Rainer Mönke, deputy chief of the Biosphere Reserve Schaalsee at the green band in the former inner German border visited Korea on a lecture tour. They presented the German experiences with protection of large-scale areas along the former inner German border and discussed together with Korean experts the challenges in the Demilitarized Zone (DMZ) and the so-named Civil Control Zone (CCZ) at the inner Korean border. In Germany immediately after the changes in 1989 and 1990 it was possible to put large parts of the former border region, where nature could develop undisturbed, under protection. Different forms of protection like Biosphere Reserves, Nature Parks or areas of nature- and landscape conservation were created. Therewith a unique habitat network, 1400km long, was created. At the same time, new economic perspectives e.g. like sustainable tourism, were developed together with the people living in that region.
Recently, in Korea discussions about the future development of the border region intensifies. First steps, e.g. like the acquisition of the biodiversity in the border region, have already taken place. Rare species like wild cats (leopard cats), Eurasian black vultures or especially the Manchurian Crane, symbol bird of Korea, arouse sympathy and interest for the protection of the endangered nature in the border region. Especially on the western Peninsula, economic development projects of Greater Seoul restricted many living habitats dramatically.
The group of experts discussed the possibilities of creating large-scale protection areas, which also serve the people. They talked with experts from the partner regions of Hanns-Seidel-Foundation Korea, amongst others with the Gangwon Development Research Institute and the district administrator of Goseong, Hwang Jong-Guk. At the Institute for DMZ-Ecology in Paju, director Kim Seung-Ho pointed out the challenges on the western part of the border. During discussions in Cheolwon, which were organized by the county council of the district, the situation especially of the highly endangered cranes was reconsidered. Also a meeting with the environmental association KFEM (Korean Federation for Environmental Movement) in Goseong district took place, as well as a visit at Korean Association of Wild Bird Protection in Kimpo and with Nial Moores of Birds Korea in Busan.
The opinion of the experts was also in great demand at the environmental-political institutions in Seoul: Among others they gave lectures at Korean Wetland Society and at the Korean Institute for Bio Resources in Incheon as well as at the Environmental Ministry and at the Korea Environmental Institute. A meeting with Christian Schindler, director of Lufthansa Korea, which highly supports the protection of cranes as well as outdoor observations in Gangwon province and Chunam reserve and Upo Wetland, which are important hibernation areas made the program perfect. The findings from the lecture tour should be incorporated into a support project for the further development of the border region. This project is accomplished by Hanns-Seidel-Foundation Korea together with the Korean Research Institute for Human Settlements on behalf of the Ministry of Public Administration and Security.
Bicycle Tourism in the Green Belt - a perspective for Korea?
The Ministry of Public Administration and Security organized a hearing on January 13th, 2009, on the plan of the government to build a network of bicycle roads around Korea as part of the stimulus plan for Green Growth, among others also in the inner-Korean border area. At the meeting Dr. Bernhard Seliger, representative of Hanns-Seidel-Foundation Korea, presented on the development of eco-tourism in the former inner-German border area, the so-called “Green Belt”. This tourism not only helped preserving the often unique nature along the former border, but also opened new income sources for the people of the region. In Germany in total bicycle tourism is an important economic factor and accounts for around 5 bn. Euro a year. In Korea, a well-planned approach to bicycle tourism could lead to a similar development.
Internship at Hanns Seidel Foundation, Office Korea
Hanns Seidel Foundation in Seoul offers regularly intership places for young Korean and German students. Currently Ms. Grit Hädicke, economics student of Bamberg University, Michel Gerlach, student of East Asian science and religious studies at Bochum University, and Regina Bauer, law student of Mainz University, are doing an internship at our office. 독자 여러분 안녕하십니까?
기축년 새해는 경제위기, 북한 내부의 정세 불안, 또 최근 북한의 대남 위협 발언으로 인하여 우울하게 시작되었습니다. 한 가지 희망이 있다면, 미 행정부 출범에 즈음하여 북한 역시 평화적인 수단으로서 대화를 재개하는 선택을 재고해 보지 않을까 하는 것입니다. 그럼에도 불구하고 동북아시아의 지정학적 상황은 여전히 긴장되어 있는 상태입니다.
본 사무소는 이와 같은 상황에서 현 “세계안보네트워크” 편집장으로 국방정책에 관한 저술활동을 하고 있는 디터 파르빅 예비역 준장이 한국을 방문하게 된 것을 기쁘게 생각합니다. 파르빅 예비역 준장은 한국에서 일련의 정치적 회담을 진행하는 한편, ‘지정학과 외교’를 주제로 한 한국정치외교사학회 학술회의에 참석할 예정입니다. 이 학술회의는 한스자이델재단, 사단법인 아셈연구소, 한국정치외교사학회 및 외교통상부 산하 연구?교육 기관인 외교안보연구원이 공동 주최합니다.
현재 남북한 접경지역의 상황은 안보상의 이유뿐 아니라 환경상의 이유로도 중요합니다. 남북 분단 이후 접경지역은 멸종 위기에 처한 한반도의 각종 동식물의 피난처였기 때문입니다. 한국을 상징하는 새인 두루미도 그 중 하나입니다.
최근 한스자이델재단은 정부 산하 토지 이용계획 연구기관인 국토연구원에 접경지역의 환경문제와 관련하여 자문을 제공하였습니다. 국토연구원은 행정안전부의 위탁으로 접경지역의 향후 발전 방향에 관한 연구를 맡고 있습니다. 이 사업의 일환으로 독일의 조류 및 환경보호 관련 전문가 3인이 이미 지난 1월 접경지역을 방문하여, 각종 관련 행사를 진행하였습니다.

자연보호와 경제개발 사이에서 조화를 이루는 일은 지속 가능한 개발과 관련하여 세계적으로 가장 중요한 과제이며, 이는 한국에서도 마찬가지이다. 한스자이델재단 한국사무소는 남북한 접경지역에 위치한 지방자치단체(주로 강원도와 고성군)와의 협력을 통하여, 접경지역의 독특한 자연환경을 보호하는 사업을 하고 있다. 이 사업과 관련하여, 남북한 양쪽에서 오랜 경험을 쌓아 온 위르겐 피빅 베를린 자연사박물관 조류표본 제작 및 수집팀장, 독일 두루미보호협회장 볼프강 메베스 박사, 그리고 구 동서독 접경지역에 설치된 그린벨트 내 샬제(Schaalsee) 생물권보호지구의 라이너 묀케 관리 부책임자 등 3인의 독일 전문가가 강의 여행을 위해 한국을 방문했다. 이들은 구 동서독 경계선을 따라 대규모 자연보호 지역을 만들었던 독일의 경험에 관해 발표하고, 한국 전문가들과 함께 남북한 경계에 위치한 비무장지대(DMZ)와 일명 민간인통제구역(CCZ)이 직면해 있는 문제들에 관해 논의했다. 독일에서는 1989년과 1990년의 변화 직후에 구 동서독 접경지역의 대부분을 보호 아래 둘 수 있었다. 이 때 생물권보호지구, 자연공원 또는 자연 및 경관보전지구 등 다양한 형태의 보호구역이 만들어졌고, 그 결과 총 길이 1400km에 이르는 독특한 서식지 네트워크가 생겼다. 이와 동시에 ‘지속 가능한 관광’ 등 새로운 경제적 시각이 해당 지역주민과의 협조를 통해 개발되었다.
한국에서는 현재 남북한 접경지역의 향후 발전 방향에 관한 논의가 활발하다. 그 첫 단계로 접경지역의 생물다양성에 관한 수용은 이미 이루어지고 있다. 살쾡이와 독수리, 그리고 특히 한국의 상징적인 새 중 하나인 두루미 등의 희귀종은 동정심과 함께, 위험에 처해 있는 접경지역 자연환경의 보호에 관한 일반의 관심을 불러일으키고 있다. 특히 한반도 서쪽 지역은 수도권의 경제 개발 사업으로 인해 많은 서식지가 급격한 제한을 받고 있는 상황이다.
전문가들은 지역 주민에게도 도움을 줄 수 있는 대규모의 보호구역 조성 가능성에 관해 논의했다. 이들은 한스자이델재단 한국사무소와 협력관계를 맺고 있는 지역 전문가들과 면담을 가졌는데, 그 중에는 강원발전연구원 연구진과 황종국 고성군수도 포함되어 있었다. 파주 소재 DMZ 생태연구소의 김승호 소장은 접경지역 서부가 직면하게 된 도전에 관하여 지적했다. 철원군의회 주최로 철원에서 열린 회의에서는 특히 멸종 위기에 처해 있는 두루미 종의 상황을 되돌아보는 시간을 가졌으며, 고성에서는 한국환경운동연합과의 회합이 있었다. 이외에도 전문가들은 김포 소재 한국야생조류보호협회를 방문하고, 부산 소재 환경단체인 ‘새와 생명의 터(Birds Korea)’의 나일 무어스 대표와도 만났다.
전문가들은 서울에 소재한 환경 및 정치 관련 연구소와 기관에서도 환영을 받았다. 이들은 한국습지학회와 인천 소재 국립생물자원관에서 특강을 했고, 환경부와 한국환경정책 평가연구원에서도 발표회를 가졌다. 이외에도 이 프로젝트는 두루미 애호가인 루프트한자 한국지사 크리스티안 쉰들러 사장과의 면담, 그리고 철새들의 중요한 겨울나기 장소인 강원도와 주남 저수지 및 우포늪에서 이루어진 야외 철새 탐조로 완결됐다. 이번 강연 여행을 통해 얻은 경험은, 행정안전부의 위탁으로 한스자이델재단 한국사무소와 국토연구원이 협력하여 진행하는 접경지역 발전을 위한 지원사업의 귀중한 자원이 될 것이다.
독일의 그린벨트 자전거 관광, 한국의 모델이 될 것인가?
2009년 1월 13일, 행정안전부는 정부의 ‘녹색성장’ 정책의 일환으로, 남북한 접경지역을 포함하여 전국에 자전거 도로망을 건설하는 계획과 관련하여 공청회를 개최했다. 이 공청회에서 한스자이델재단 한국사무소 대표 베른하르트 젤리거 박사는 “그린벨트”로 불리는 구 동서독 접경지역에서의 생태관광 사업의 발전에 관하여 발표했다. 이 관광 사업을 통하여 구 동서독 접경지역의 독특한 자연 환경이 보존되었고, 해당 지역 주민들도 새로운 수입원을 얻게 되었다. 현재 독일에서 자전거 관광은 경제의 중요한 구성 요소로 그 가치는 연간 총 50억 유로에 이른다. 자전거관광에 관한 충실한 계획을 마련하여 관련 사업을 진행한다면, 한국도 이와 유사한 발전을 이룩할 수 있을 것이다.
